Abstract

This paper proposes an Institutional Capacity Indicator to evaluate the management of housing policies in Brazilian municipalities, based on data from the Pesquisa de Informações Básicas Municipais (MUNIC) for the years 2017 and 2020. Grounded in the concept of institutional capacity, which encompasses the ability of governments to effectively implement public policies, the indicator is structured into three dimensions: access to housing policy resources, management capacity, and delivery capacity. These dimensions are further divided into five components and 19 indicators. The methodology adopts the "Input-Process-Output" framework, adapted to the housing context, and is inspired by the Family Development Index (IDF). The spatial analysis reveals an unequal distribution of institutional capacity levels across states and population categories, highlighting regional disparities and challenges in housing policy implementation. Finally, the classification of municipalities into hierarchical clusters demonstrates a decline in institutional capacity between the two analysed periods.
