BEING, DOING AND INTERACTING: INTERFACE PERSPECTIVES OF CLUSTERING POLICIES WITH BRAZILIAN GEOGRAPHICAL INDICATIONS

This article revisits reference studies in Brazil, between the years 2000 and 2022, in order to explain the logics of clustering, in which the flow of information and knowledge results from the interaction of economic, political and social agents in Brazilian territories. In these locations, it is possible to notice that productive agglomerations are capable of developing, due to elements such as notoriety, characteristics and qualities, linked to their origin, unique products and eligible for protection by geographical indication, an industrial property right for collective use. The role of governance is highlighted in both clustering and geographical indications, with the aim of seeking the entity(ies) or agent(s) that can undertake initiatives to maximize the addition of value by producers. The control and traceability of products with geographical indications, even though they consume resources to evaluate the conformity of production to the rules contained in the technical specifications, may justify the need to submit requests for amendment of registrations to The National Institute of Industrial Property and to carry out the digital transformation of producers. After all, adaptations are necessary in order to highlight that Brazilian geographical indications must, increasingly, align with clustering policies and more effective control systems to access markets.
